It can be found on the Business pages on the Council's web site under the heading Commissioning.
Page 2 says "Comprehensive engagement of citizens, service users and stakeholders is a prerequiste to define the outcome to be achieved."
So would be interesting to find out the scale of engagement with those groups so far !
"BCC invites comments and feedback with regard to these developments and proposals." but it appears that it will only accept comments and feedback from businesses regarding these proposals on the commisioning web page link. The document however asks for emailed comments to be sent to commissioning@bristol.gov.uk
